Buterin’s Roadmap for Ethereum: Layer 2 Just Leveled Up

Ethereum co-founder Vitalik Buterin has unveiled a bold plan to reshape Layer 2 scalability and security. At the heart of the proposal is a new “2-of-3” finality model, combining optimistic rollups, zero-knowledge (ZK) proofs, and trusted execution environments (TEE). Transactions will be finalized when at least two of the three systems confirm them—dramatically improving reliability and reducing vulnerabilities.

Enter Stage 2 Rollups

Buterin’s vision includes “Stage 2 rollups,” which promise near-instant confirmations and enhanced decentralization. These rollups respect Ethereum’s upgrade policies while accelerating throughput and trustlessness—key values for developers and institutions alike.

This evolution could significantly bolster the user experience on Ethereum by reducing delays and gas costs, helping apps feel more like mainstream products than experimental infrastructure.

Open Source, Not “Public Goods”

Buterin also addressed how development is funded in the crypto space. Rather than rely on vague “public goods” rhetoric, he advocates for transparent “open-source funding” based on real-world utility. It’s a cultural shift away from hype-driven spending toward supporting meaningful projects that strengthen the ecosystem.

The push toward more efficient Layer 2s and responsible funding might not make headlines like a new meme coin, but it’s arguably more impactful for Ethereum’s long-term value. A faster, safer, and more trustworthy Ethereum stack could draw more builders and serious capital.
